Commitment to Transparency

As a municipal utility, HPU is accountable to the public it serves. HPU believe that accountability starts with tranparency and is committed to openly communicating information about its operations, including its rates and fees. 

To support this commitment, HPU staff will:

  • Clearly communicate current rates and fees. HPU will maintain upto date rate information in places where customers will be able to easily access it. I.E. HPU Website & Customer Service Desk. 
  • Provide information before significant rate changes. When practical, HPU will communicate proposed rate changes in advance and provide customers with information about how said changes would impact regular bills.

What is a base charge/fee?

A base charge is a fixed monthly charge that helps cover the cost of keeping utility service available to your home. It supports costs such as meters, utility distribution, maintenance, billing, and system operations. 

HPU provides and bills for utility services such as electric, natural gas, water, and steam. HPU also collects certain charges on behalf of the City of Hibbing, such as sewer, storm water, garbage, and landfill charges. The bill separates these charges so you can clearly see which services are provided by HPU and which are City charges. 

Each utility service may include more than one type of charge. For example, for a given service type, you may see a base charge, a usage charge and an energy or fuel adjustment. These charges represent different parts of the cost of providing utility services.

Look at the “Meter Information” section of your bill. The READ CODE shows how your meter reading was obtained. If a meter reading is estimated rather then based on an actual reading, that information will be reflected there. 

HPU bills include several utilities and services from the City of Hibbing all on one statement. Instead of receiving separate bills for for electric, natural gas, water, sewer, garbage, and other services, many of these charges are combined into one bill. When reviewing your total, look at each section of the bill to see how much comes from each service.
