The Problem:
Due to dewatering of the Scranton Pit, the highest producing well for the system had to be shutdown. This loss of over 20% of the raw water supply has strained the existing system and limited economic development.
The Needs:
The new water treatment facility is needed to treat water from the eastern wellfield. This wellfield was installed to replace supply lost by the Scranton well shutdown.
2 water towers need repairing, alongside 9 wells that are aging rapidly.
The reservoir at the water treatment plant is over 100 years old. When inspected, it was discovered there is concrete falling into the bottom of the tank, indicating concrete failure of the top slab of the tank. This reservoir is critical to the water supply for Hibbing as there is no way to supply water to the City without this tank.

Distribution System Projects – $ 50.0M
New Carey Valley WTP – $ 12.0M

2023:
Replaced 8,000 LF of Watermain, 32 Hydrants, 71 Gate Valves
2024:
Estimated 8,000 LF to be replaced (Cost: $6.7 Million)
2025:
4,000 LF to be replaced {31st to 24th Street} (Cost: $4.5 Million)
2026:
4,800 to be replaced {31st to 22nd Street} (Cost: $5.5 Million)
2027:
7,500 LF to be replaced {28th St to TH 169} ($2.8 Million)
5,500 LF to be replaced {Lining Candidate} ($5.5 Million)
